The Federal Surface Mining Control and Reclamation Act of 1977 requires that for those using surface coal mining and reclamation operations which remove or disturb strata that serve as aquifers, which significantly insure the hydrologic balance of water, will monitor data collection and analysis in order to assure the reliability and validity of the mining procedures being performed.
