Pittsburgh Field Division (PFD)

Responsibilities

The Pittsburgh Field Division serves four primary functions in the Appalachian Region:

  • Oversight of Pennsylvania, Maryland, and Ohio approved state regulatory programs Oversight of Pennsylvania, Maryland, and Ohio AML state reclamation plans
  • Coordination for grant budgeting, award, monitoring, and closeout
  • Coordination of submittal, review, award, monitoring, and closeout of Watershed Cooperative Agreements

Additional PFD responsibilities include:

  • Reviewing and analyzing proposed state program amendments and monitoring and evaluating Ohio, Pennsylvania, and Maryland regulatory programs, cooperative agreements, and abandoned mine land (AML) reclamation programs.
  • Working with States to resolve identified program issues.
  • Developing annual performance agreements with our responsible States that define the oversight and assistance activities for the current evaluation year.
  • Conducting performance reviews in accordance with the negotiated performance agreement.
  • Inspecting mines in accordance with existing OSMRE policy, citizen concerns, or concerns from routine program and document review.
  • Providing technical assistance or access to technical assistance on issues relating to mine permitting, compliance monitoring, mitigation, AML issues, or reclamation decisions.
  • Reviewing grant documents and ensuring programmatic compliance with all grant conditions.
  • Assisting our responsible States in pursuing reclamation of the most serious and high priority non-emergency AML sites.
