Field Oversight Branch (KFO)
As delegated by the United States Secretary of the Interior, the Virginia Department of Mines, Minerals and Energy; Division of Mined Land Reclamation is the regulatory authority for the coal surface mining regulatory and abandoned mine land reclamation programs in the Commonwealth of Virginia.
The Field Oversight Branch, residing in the Big Stone Gap area, maintains an oversight responsibility for the Virginia coal regulatory and abandoned mine land programs under the delegation process. The Virginia regulatory and abandoned mine land programs ensure that surface coal mining operations, including the surface effects of underground coal mining operations, and the reclamation of abandoned mine lands (mining operations conducted prior to December 15, 1981) are conducted in accordance with the Surface Mining Control and Reclamation Act of 1977 (SMCRA).
Abandoned Mine Land (AML)
NEPA requires that EA/FONSI's and CX's for AML reclamation projects be made available to the public and that the public be notified when and where they are available for public information. To comply with NEPA notification provisions and for the convenience of the public, the NEPA determination documents for projects in Virginia authorized after January 1, 2014, are available on the Virginia Abandoned Mine Land (AML) Projects page in PDF version.
